In the Guildocracy, guild leaders are elected every two years and may serve a maximum of three terms. Each leader is chosen through an internal vote within the Guilds
Guild leaders vote in the Assembly of leaders on major decisions, and they
retain the authority to make decisions for their own guild independently.
Most guild leaders act in the best interest of their own guild, even when this may come at the expense of others. Because of this, the Governor holds a mediating role, ensuring that no single guild becomes too powerful or obstructs the functioning of others.
The voting power of each guild is determined by a formula. This system was made because granting all guilds equal voting weight would unfairly disadvantage larger guilds, while allowing voting power to grow directly with size would risk making the largest guilds too powerful.
The formula is the the following:
